The Hurricane season has started (June 1). Storms are making their way now, but some small ones have already made their presence felt, and there already has been widespread flooding, in the more vulnerable low-lying areas.
Floridians are aggressively trying to find the next buyer for their property, but sales are falling through, because buyers cannot get insurance coverage. There is no elegant outcome in this scenario. Some housing in Florida should never have been built. Eventually, as owners are unable to sell they will remain in their homes until flooding occurs and they will simply move out and never return. Abandoned homes will be the outcome, which will reduce the value of homes in the area until only a few homes remain.
There is no elegant exit here.
