It has become a catch-all phrase for the Democrats about the GOP's candidates and their policy objectives. It is dismissive in a way that implies that it's a little crazy, a little out of touch and worse ill-advised. Honestly, it is about as British as an American comment could be because it is so destructive.
Calling something weird immediately poses a judgment without being an attack, it is a deeply personal way of addressing how others see the world. For example, Mat Gaetz has negative views about the sexualization of children is weird considering his past behaviour (he is well known for recently dating underaged girls). It makes a harsh judgment of the person without attacking them.
The person being called weird is forced to explain his position and often does all the damage himself.
- The GOP's position on immigration is weird because the President offered legislation that met all their demands and they rejected it, that's weird!
- It is good at any sauce, Donald Trump says he doesn't know the head of the Heritage Foundation. That's weird because Kevin Roberts (aka Pres of Heritage) was a guest of Trump more than 200 times in the White House. So either Trump is lying or his memory is gone...
